CHARLOTTE, N.C. — Thanks to a new law, sportsbooks will begin taking bets in North Carolina starting at noon Monday. This means you can legally bet money on sporting events from your mobile phone.
But some people in North Carolina say they can already place bets using their cell phones.
The WCNC Charlotte VERIFY team received the following email from Tom P. “I keep hearing how online sports betting is coming to North Carolina, but I've been betting on sites like PrizePicks and Sleeper for a while. What's the difference?”

So what's the difference between the apps you can already use and the ones that will be available starting Monday?

On their websites, both PrizePicks and Sleepers state that they are daily fantasy sports apps.

According to the Fantasy Sports & Gaming Association, fantasy sports betting is a game of skill, not luck. Therefore, it should not be classified as gambling.
The PrizePix site claims the game is legal to play in North Carolina. The site states in its policy that it complies with gaming regulations in each state in which it operates.
The Illegal Internet Gambling Control Act of 2006 clarifies the legality of fantasy sports. The law makes transactions from online gambling sites of banks or similar institutions illegal, with the exception of fantasy sports, online lotteries, and horse and harness racing.
That's why, until now, North Carolina has allowed games under the fantasy umbrella to operate, even if they involve betting.
