Da Nang is rolling out a series of solutions to control and improve the quality of products on e-commerce platforms, giving people more peace of mind when shopping online.
Nguyen Thi Hien, a resident of My An Ward, Nguyen Hang Son District, said she spends VND4-6 million every month buying goods on e-commerce platforms, but about 5-10 percent of the items she buys have common mistakes such as poor quality goods, service or shortages of products.
In fact, if it is too easy to register to sell on an e-commerce platform, customers of the e-commerce platform may face quality risks.
Huynh Tuong Vi, a resident of Ho Minh District, Lien Chieu District, and a retailer on an e-commerce platform, said that to register as a seller on an e-commerce website, one only needs to provide basic information about their products, delivery address and bank account.
During the process, sellers can register with accurate or false declarations. The easy registration, which does not require much accurate information from local authorities, has led many malicious people to create virtual stores and commit fraud or sell low-quality products and goods to consumers.
According to recent statistics released by the city's Ministry of Industry and Commerce, some 41 e-commerce platforms are officially allowed to operate in the city, attracting large numbers of shoppers.
Since 2020, the Da Nang Government has issued Plan No. 7950/KH-UBND dated 2 December 2020 on the development of e-commerce in Da Nang from 2021 to 2025.
In particular, the Ministry of Industry and Trade is responsible for facilitating the implementation of e-commerce development solutions in the city. Specifically, the Ministry of Industry and Trade, in coordination with relevant agencies, is carrying out a number of activities, such as organizing conferences, seminars and training programs on legal regulations and business skills in the field of e-commerce, as well as guiding organizations and individuals in registering and notifying their e-commerce websites.
The city's Bureau of Industry and Commerce also said that the legal framework related to the development of e-commerce and online exports has not yet been completed and is in the process of being drafted and adjusted to adapt to developments and continuous changes and meet the new requirements of customers. Once regulations and laws related to e-commerce and online exports are completed, a favorable business environment will be established and enterprises' innovation and creativity will be promoted.
According to Le Thi Kim Huong, director of the city's Department of Industry and Trade, while there are solutions to strengthen management, response and combating smuggling, trade fraud and counterfeiting in the online environment, authorities still face difficulties due to outdated equipment and tools, limited infrastructure and human resources, and no guarantees on network security.
Furthermore, counterfeit, imitation, low quality and intellectual property infringing products are all too common in the e-commerce environment, affecting consumer confidence in shopping.
Some consumers are not very concerned about their rights and interests and are hesitant to provide information to governing bodies when faced with poor quality goods and services.
Vo Van Khanh, head of the Vietnam E-Commerce Association (VECOM) for the Central and Central Highlands region, stressed the need for management agencies to not only update and supplement the legal framework, but also to increase training and raise awareness on e-commerce and online export for both consumers and businesses, and create a positive and sustainable operating environment.
Le Thi Kim Phuong suggested that enterprises should raise their awareness of self-protection, strengthen supervision, management and monitoring, closely track markets, distribution channels and consumption areas, actively provide information on product introduction programs, and guide consumers to choose reputable and high-quality suppliers.
Meanwhile, she maintained that sellers, buyers, e-commerce platforms and state management agencies need to comply with laws and relevant regulations relating to e-commerce in order to promote transparency and enhance consumer trust.
