Washington – For fiscal year 2023, the U.S. Department of Housing and Urban Development (HUD) was proud to receive the highest annual Procurement Scorecard rating of “A+” from the Small Business Administration (SBA). The annual scorecard is an assessment tool that measures how well federal agencies are meeting small business and socio-economic prime and subcontract goals and reports on agency-specific progress.

This National Small Business Week, HUD celebrates the ingenuity, resilience, and critical contributions of small businesses to the economy. SBA's scorecard measures a federal agency's success in achieving its overall goals for small business contracts. The “A+” rating represents his HUD's significant accomplishment in creating contracting opportunities for all categories of small business concerns. In FY 2023, HUD achieved its annual major small business goals and socio-economic goals: Small Disadvantaged Businesses, Women-Owned, Service-Disabled Veteran-Owned, and HUBZone. The ministry awarded 35.98% of the total contract value to small and medium-sized enterprises, far exceeding the federal government's target of 23%. Additionally, the Department exceeded the federal government's enhanced small business target of 12%, achieving 21.11%.
This achievement is the result of the collaborative efforts of the Program Office, Procurement and OSDBU staff, and the Department's senior leadership. HUD recognizes that there is more work to do and remains committed to keeping acquisition professionals and clients focused on acquisition policy and regulatory changes that impact small business utilization and programs . The Department will continue to identify areas where a robust acquisition planning process maximizes viable opportunities for small businesses to contract and advance raised capital.
