From the SPARC Europe announcement:
The new SPARC Europe report focuses on the state of open education (OE) and open educational resources (OER) in European higher education institutions in 2023.
The report, supported by the European Network of Open Education Librarians (ENOEL), is based on research carried out between November 2023 and January 2024. SPARC Europe closely tracks the implementation of her OE and OER in European higher education. This is his fourth time. We conducted such a survey.
This report examines the roles, challenges, and benefits associated with OE and OER. The findings highlight the central role that libraries play despite facing challenges related to resource constraints and resistance within their institutions.
Collaboration is emerging as a key driver for OE and OER adoption. Collaboration takes the form of national and international networks and projects, as well as interdepartmental initiatives within institutions. Highlighting how OE and OER implementation has progressed, this report highlights the importance of dedicated resources and community engagement for further progress.
